Orvill is the owner and director of Orvill Adams & Associates Incorporated, an international consultancy that works with public and private institutions in the health and education sectors in planning, strategic thinking, organizational development and the building of leadership and managerial capacity of senior policy makers and managers.
From 1995 to 1999 he worked as a senior Scientist in Human Resources for Health Policy and Planning at the WHO in Geneva. From 1999 to 2003 he was Director of the WHO’s Department of Health Service Provision, working to improve health systems performance through analysis, tracking, and advising on the most effective approaches for affordable quality service provision and resource use. From 2003 to 2004 he was the Director of the Department of Human Resources for Health at the WHO.
Orvill Adams has recently provided support to senior government officials in Indonesia, Trinidad and Tobago, Georgia, The Bahamas, Kazakhstan and a number of countries in Africa. These jobs included the development of tools to create more effective allocation and use of resources. Among these tools are: planning approaches, clinical practice guidelines, monitoring and evaluation of programs, organization and management of medical education, health care financing, primary health care, health technology assessment and the strengthening of management and leadership in the health sector.
He is an adjunct professor in the University of Ottawa Medical School, Department of Epidemiology and Community Medicine and a researcher in the WHO Collaborating Centre for Technology Assessment.
Orvill Adams holds post graduate degrees in economics and international affairs, and is an honorary professor of The Kazakh National Medical University.
