Advocating for a separate rail ministry in Bangladesh

Many years ago, HealthBridge’s partner organization in Dhaka, Work for a Better Bangladesh (WBB Trust), decided to work on road safety. They quickly realized how difficult that would be, given the tangled mess of financial incentives for truck and bus drivers to drive too fast. Asking people to slow down was likely to be as effective as telling kids not to smoke, in other words, completely useless. So they decided to change their focus from road safety to travel safety. Specifically, they sought whether they could contribute to a shift of some traffic from highways (where road crashes are inevitable and common) to rail (where, though highly publicized, crashes are rare). One major obstacle was the lack of government attention to rail, as opposed to investment and priority to roads and highways. In order to overcome that obstacle, WBB advocated for a separate ministry for rail, which would have its own budget. I laughed at my colleagues at the time, sure that the campaign would fail. They proved me wrong. By gaining vocal support throughout the country and engaging in strategic media and advocacy campaigns, they won. For over a year now, Bangladesh has had a separate ministry for rail, with the anticipated increases in budget and priority already materializing. The desired effects in terms of lower mortality will take a while to come about, but at least they are now on the right track.
