Description

Vietnam has made strong commitments to road safety through national strategies, legislation, and its participation in the UN Decade of Action for Road Safety 2021–2030. However, key gaps remain. There is currently no national speed limit for school zones. Some urban roads still allow vehicles to travel at high speeds, leaving many children exposed to unsafe traffic conditions.

With more than 41,000 schools and over 23 million students nationwide, strengthening speed management in school zones and urban areas presents a critical opportunity to improve child safety and align Vietnam’s regulations with WHO best practices.

This project will support stronger speed management policies in Vietnam, focusing on school zones and urban areas. The aim is to reduce road injuries and deaths among children by advocating for laws that follow global best practices. These include a 30 km/h speed limit in school zones and lowering the national urban speed limit from 60 km/h to 50 km/h. Specific objectives include:

  1. Build awareness and knowledge among policymakers and key stakeholders about the importance of safe speed limits, using local data, research, and global best practices.
  2. Support the adoption of national speed policies that set a 30 km/h limit in school zones and lower the default urban speed limit from 60 km/h to 50 km/h, helping create safer streets in line with international standards.
  3. Strengthen community and public support for safer school zones by engaging parents and youth, running awareness campaigns, and building advocacy networks to create lasting demand for better policies and enforcement

Together, these objectives connect research, collaboration across sectors, and public support to advance national policy change, making cities safer and more livable for children across Vietnam.

Expected Results

  • High-quality research and recommendations to support safer speed limits in school zones and urban areas in Vietnam;
  • Stronger engagement and coordination among government agencies, technical experts, civil society organizations, and city authorities on speed management measures;
  • Increased awareness and understanding among policymakers, media, children, parents, and communities on the importance of safe speeds for child safety;
  • Enhanced participation of children and communities in discussions and activities related to safer school zones and urban streets;
  • Progress toward national policies and guidelines that support 30 km/h school zones and lower urban speed limits, in line with global best practices.
